The CBRM Project operates in districts Buner and Mansehra of NWFP. The rationale of the project is based on the strong correlation between poverty and environmental degradation. The project implements its operations under a PC-1 with the Planning and Development Department (P&DD), NWFP. The agreements with various Government line agencies and two partner NGOs namely Sarhad Rural Support Programme (SRSP) and SUNGI Development Foundation ensure field implementation of the project in the two districts. In Buner the project has its own implementation arm, which is engaged in strengthening local NGOs for taking over responsibilities when the field coordination unit phases out at the end of 2006. Multi-stakeholder forums namely ‘Regional Coordination Forums’ (RCF) operate in two districts with a role to take decisions on local priorities and small action projects at community level. The RCF is a forum represented by representatives from District and Union Councils, Government Line Agencies, NGOs and CBOs. Another highlight of the project is the promotion of farmer-centered approaches such as Participatory Technology Development (PTD) and Farmer Field Schools (horticulture and livestock) jointly undertaken with the Project for Livelihood Improvement (PLI) with the overall backstopping by Intercooperation Country Delegation and Head Offices.

The project area (Mansehra) was one of the worst affected districts of the deadly earthquake in 2005. The project adjusted its course to address needs of the earthquake victims and communities living in the area. This support is being provided jointly with the Swiss Humanitarian Assistance (SDC-HA) to ensure continuum between livelihood restoration and development of communities.
